Marriage visas come with paperwork, and one item catches many Indian families off guard: a German language certificate. If you plan to join a spouse in Germany, you may need to prove basic German before the visa is issued. But the rule is not the same for everyone. Whether you need the test depends on who your spouse is and which permit they hold.

This guide explains who needs German A1 for a spouse visa, who is exempt, which certificates are accepted and how to prepare. It draws on the German Foreign Office’s missions in India and other official leaflets. For a broader view of what A1 can and cannot do, also read is A1 German enough for Germany?

⚡ Short answer: If your spouse is a German citizen, the India mission says an A1 certificate is mandatory and the permit-based exemptions do not apply. If your spouse is a foreign national living in Germany, you may be exempt when their permit is a work-related one (for example EU Blue Card or skilled worker). If it is not on the list, you still need A1. Always check with the mission handling your application.
⚠️ Important: Rules and form versions change, and older leaflets from other embassies may be outdated. This guide relies mainly on pages from the German missions in India. It is general information, not legal or immigration advice.

Who Needs German A1 for a Spouse Visa?

The A1 requirement applies to spouses moving to Germany for family reunification, meaning joining a partner who already lives there. The table below uses the German missions’ information. The first rows come from the India mission’s family reunion FAQ and the mission’s visa newsletter on the rule change.

Your situationA1 needed? What the mission says
Spouse of a German citizenYesMandatory to present an A1 certificate. The mission says exemptions based on permit type and for spouses of EU citizens do not apply
Spouse of an EU citizenNo“An A1 certificate is not required”
Spouse holds a listed work-related permitUsually noSince 31 December 2022, spouses of permit holders such as EU Blue Card, skilled worker, ICT card, scientist, IT professional or self-employed are no longer required to submit A1
Spouse holds any other permitYesIf the permit is not on the list, the A1 certificate is still required
Special casesCase by caseOther exceptions are examined by the visa officer individually

The list of permit categories is long and legal paragraph numbers have been renumbered over time, so look at the paragraph printed on your spouse’s residence permit and ask the mission to confirm. Student permits did not appear on the exemption lists we read, so spouses of students should expect to be asked for A1 unless the mission says otherwise.

What the Goethe A1 Exam Looks Like

Most candidates in India choose the Goethe-Zertifikat A1: Start Deutsch 1. According to Goethe-Institut’s guidelines, it has four parts:

  • Listening: about 20 minutes.
  • Reading: 25 minutes.
  • Writing: 20 minutes.
  • Speaking: 15 minutes in a group of up to four, with no preparation time.

The pass mark is at least 60 of 100 points overall. Goethe’s own estimate is 80 to 200 lessons of 45 minutes to reach A1, depending on your starting point. For fees, booking and ID rules, read our full guide to the Goethe A1, A2 and B1 exams in India.

Timing Your A1 With Your Visa

  • Check first. Before spending on classes, confirm with the mission whether you are exempt, using your spouse’s permit.
  • Get the certificate before your appointment. The India mission says you can book an appointment shortly after marriage and that all documents must be ready by the appointment date, so the certificate should be in hand by then.
  • Plan for exam dates. Goethe India’s pages sometimes show no available dates, so contact your centre early and leave a buffer for a resit.
  • Mind the basics. The official leaflets we read also mention minimum age, housing, income and document rules, which differ between spouses of Germans and of foreigners. Read the checklist for your category.

Frequently Asked Questions

Is German A1 compulsory for a spouse visa?

Not always. The India mission says A1 is mandatory for spouses of German citizens and not required for spouses of EU citizens. For spouses of foreign nationals, it depends on the partner’s permit, with many work-related permits exempt since 31 December 2022.

Who is exempt from the A1 requirement?

Spouses of EU citizens, spouses of holders of listed work-related permits such as the EU Blue Card or skilled-worker permits, and some special cases such as illness or disability, which the visa officer examines individually. The mission may allow other exceptions case by case.

Which A1 certificates are accepted?

The India mission’s leaflet for spouses of Germans lists Start Deutsch 1 from the Goethe-Institut, Start Deutsch 1 from telc GmbH and Grundstufe Deutsch 1 from ÖSD. The mission where you apply decides whether your certificate is accepted.

How long does it take to prepare for A1?

Goethe-Institut estimates 80 to 200 lessons of 45 minutes, depending on your prior knowledge. With regular classes, many learners plan roughly two months, but that pacing is our own suggestion.

Does my spouse’s permit decide whether I need A1?

Yes, for family reunification with a foreign national. The mission says that if your spouse’s permit or visa is not on its exemption list, you still need to submit an A1 certificate. The paragraph on your spouse’s permit shows its category.

Does an A1 certificate expire?

The official pages we read do not state an expiry date. Ask the mission handling your application whether it has any preference on how recent the certificate should be.
